Seems to be Lambretta LC. Or the NSU made one.

I think you can separate the LC and LD from one another by that rear air vent thingy LC has two circles and the newer LD has one continuous vent.

 Now I look at it, the second one has a luggage rack.  At first blush I was thinking it was a foot rest for a rear seat.
